Strangely, I had an almost identical experience 3 months ago, there was a massive (like say 5 gallon bucket size) pile of cookie dough on Valencia at 26th, right across from the bar. Since it was a bit of a rainy day it had run a bit and it took me a while to figure out that it wasn't a monstrud -- the chocolate chips helped.
weird odd and disturbing that there's some kind of bi-coastal dough dumping conspiracy...
